Topper Ray, Managing Partner

Topper brings decades of experience in public affairs, communications, and advocacy. He has led strategy for national brands, advised political leaders, and helped organizations navigate complex public landscapes.

Most recently, Topper served as Executive Vice President of Public Affairs at AmeriHealth Caritas, where he led communications, brand, and external affairs across 13 states. He was also board chair of the AmeriHealth Caritas Foundation and president of the company's PAC.

Before that, Topper was President of Communications at Bravo Group, where he expanded the firm's footprint and led campaigns for healthcare, energy, and technology clients nationwide. He also served as Chief Communications Officer at Blank Rome LLP, building the law firm's global brand, and co-founded its Washington, D.C.-based government relations arm.

Earlier in his career, Topper led teams at Tierney Communications and began in public service with the White House Office of Presidential Advance under President George H. W. Bush.

He currently serves on the Value Creation Team for private equity firm NewSpring Holdings, where he advises on branding and marketing integration strategies for companies in the federal portfolio.

Topper holds a B.A. in History from Hampden-Sydney College.

Jeff Constable leads Korn Ferry’s global CFO practice as well as the firm’s New York region. Jeff is a change-maker. Throughout his career, he’s sought to transform minds, first as an award-winning math teacher and now as a guide for some of the largest organizations in the world as they embark on leadership transitions, succession planning initiatives, and talent assessments. His favorite projects are those that change the trajectory of an individual or an organization.

A noted business strategist, Jeff has been featured in CFO, The Economist, The Wall Street Journal, Agenda, and numerous other publications for his work with CFOs and other senior financial leaders.

Brian Jones

New Paradigm
CEO

Brian Jones is a widely respected media and strategic communications leader with more than 25 years of executive experience in both the private and public sectors. Currently, as the CEO of New York City based consultancy New Paradigm, Jones is responsible for guiding organizations through the challenges of transitioning from traditional media models to the digital landscape, addressing issues of information trust and the shift from search-driven to community-driven audience engagement with practical, impactful strategies. Earlier in his career, Brian served as a senior executive at NewsCorp, and later at Fox, he was part of the team that founded Fox Business, ultimately serving as president of the network.

A lifelong learner, Brian is currently working towards a MSc degree in Information and Knowledge Systems at Columbia University. In 2026, he will join the School of International and Public Affairs (SIPA) at Columbia to focus on technology policy, AI innovation, and tech governance.

Andy Maner

NewSpring Holdings Federal
Executive Chairman

Andy Maner is a transformational leader. Currently, he serves as Executive Chairman of NewSpring Holdings Federal where he is responsible for providing strategic guidance as the private equity firm grows its portfolio of businesses that provide services to the U.S. Government and National Security Community. Andy notably served in White House administrations of both President George H.W. Bush and then again for George W. Bush as the first Chief Financial Officer for the Department of Homeland Security. He is the former Chairman and Chief Executive Officer of Avantus, which sold to QinetiQ in 2022 for $590M.

Andy holds an MBA from the J.L. Kellogg Graduate School of Management at Northwestern University and a Bachelor of Arts from Purdue University.
